PBC 89 mocks Bolshevik foreign enemies while exuding a confidence in coming political changes due to success at home. The Bolshevik withdrawal from World War I removed the additional strain on resources, and images of Richard von Kühlmann, the German Foreign Secretary 1917-1918, meeting with Trotskii to sign the Treaty of Brest bolster certainty in an eventual Soviet victory (W106). The PBC is neighbor to other PBCs expressing Bolshevik self-assurance in political victories domestic and abroad.
